UN BRIN DE RECAP HISTORIQUE


Après 53 ans, si ce n'est que le M23 qui lutte pour la liberté, il faudra conclure que bon nombre de rd-congolais se rejouissent de croupir dans la misère et le leadership se sent confortable de transformer le pays en protectorat perpétuel. Mawa!

Et le diagnostic de ce membre de l'UDPS est correct. Je ne suis jamais d'accord avec son parti, mais je crois que les trois points qu'il signale comme objectifs des concertations, nouveau slogan de Joseph Kabila, sont quand même précis. Il aurait fallu qu'il ajoute que quelqu'un a probablement payé Kabila pour le convaincre d'adopter ce langage. Qui est-il? On ne le saurait. S'il y avait un vrai journalisme d'investigation en RDC, nous le saurions un jour.

Digital Congo qui publie le Potentiel se félicite du Cahier des Charges de Russ Feingold qui viendrait sauver la RDC des "griffes" du Rwanda. Ce cahier contiendrait-il une potion magique pour reveiller le congolais tapis dans son sempiternel espoir d'être libéré par les amérloques assoifés de leur capacité de controler tout le monde. C'est quand même triste que le jour de l'anniversaire de la soi-disante indépendance du pays, le journal du pouvoir clame avec emphase la soif d'être dominé par les nouveaux colonialistes, soif qui anime les congolais. Que peut faire Feingold qu'il n'a pas réussi à faire du temps de Koko Swing? Seulement une chose: forcer Kabila à négocier avec le M23. Il n'a pas, ni lui ni son pays, aucune autorité morale pour défendre les intérêts des génocidaires avant les intérêts des congolais.

WHEN UN EXPERT REPORTS ON DRC ARE LEAKED

When the UN decides to leak its GoE (group of experts) reports, you know it is making a move to sink the DRC into more trouble and, at the same time, create more jobs for themselves. Sinking the DRC into more trouble on the part of Western powers via UN, NGOs or hungry and ruthless corporatism is a long term process meant to dismantle the country. They work at it tirelessly, and then use the phony GoE reports to blame any local effort to free the country from their jaws. It is in this sinister logic that you need to read their accusations by which they insist for example that M23 is trying to create a state within a state. That's not M23 agenda, it's the vultures agenda.

What has prompted the new leaked report? Some are convinced that it is leaked just on time for UN meetings to push further for the UN Intervention Brigade starting its lethal mission in the Kivu. If you read some of the materials, you can see how the report actually is meant to prepare a terrain for a UN intervention because the whole documentation incriminates M23, the Ugandan and the Rwandan Governments. But going through the details you will have a hard time finding substance and or evidence of all and each allegations(http://www.innercitypress.com/DRCgoe0613annexicp.pdf). In fact the usual line of of the UN GoE does not change at all. You will find nothing new.

Reuters, which is the recipient of the leaks, is writing anti-M23, anti-Uganda, and anti-Rwanda headlines. And of course pro-FDLR, which is the same thing as MONUSCO. For example, an entire Reuters articles quotes the report extensively about Ntaganda escape. You'd think we'll find anything new. After saying how he escaped, the article insists that, without Ntaganda, M23 is a crippled outfit!!! But to reach that conclusion, it seems that the report has a confusion about how, for example Rwanda supported Ntaganda and Makenga against each other. So clear that the only thing that matters for the UN is to always accuse Rwanda in a perennial bid to avoid dealing with the DRC problems, and more so to avoid acknowledging M23 as a force to reckon with if the DRC is to be fixed, at least in its Eastern part. In the same vein of showing how weak M23 has become after Ntaganda, the report concludes that the communities have stopped supporting Makenga, so he is broke and has no more military personnel. Laughable!

Another article of Reuters on the same says that according to the GoE, military commanders in DRC and in Rwanda are fueling the violence in Eastern DRC. However, it omits to say that FARDC, together with FDLR are cooperating with Monusco in mining deals, while at the same time, they are working with the new Brigade commanders assisted by French Experts in Goma on how to use the M23 pretext to create ideal conditions for destabilizing Rwanda and Uganda.The GoE seems to suggest that though M23 is weakened, it is still a threat to Kinshasa. The problem is that rather than M23, it is the UN itself that poses a threat not only to Kinshasa, but also to the region. In fact, at the moment, M23 must prepare to defend itself, the people and the region against both the corrupt government in Kinshasa and the no less corrupt UN and its brigade, in Goma and New York. Actually I wonder whether this is not the time for the governments in the region to support M23 and defeat this double enemy. 

With this panorama in mind, now we know why last week, the accusation of recruiting children came out. The UN is convinced that M23 has no support locally, but this is simply blindness. They don't need to recruit children, they have young men joining them because the cause to fight for is ever clearer and clearer. It is easy to write phony reports from comfortable offices in New York or comfortable hotels in Goma, from where those pseudo experts are actually afraid to move. If they'd go meet Makenga or any of his officers, they'd see whom he has been recruiting. Anyway, at the moment they cannot provide any evidence of the children he recruited. However, he can show the children he freed. And by the way he is alive and kicking. Kabila knows it, that's why these last two days he seems to be retreating into a consultations mode. Who will believe him again after his cronies have snubbed Kampala? I told you before that whoever holds Goma on the line, holds the sway of the DRC peace process. Certainly, it is not the UN GoE.

JOSEPH KABILA'S WAR ON THE PEOPLE OF KIVU

President Barack Obama is in Africa, making one point forcefully: he wants African governments to promote gay rights, oh, the ever expanding spectrum of human rights, expanded by an immorally insane market that subversively is corrupting everything. We could write entire books about why Obama's policy is so keen in institutionalizing immorality, but one stands out: corrupt the youth of a nation, and you will control it for ever. We must resist this attack on our integrity.

However the most urgent attack to be resisted is the unending war Joseph Kabila is waging against the Kivu. The international community keep supporting the destruction this president has inflicted on a country devoid of a proper state and a proper nation. We know that this same international community is after the regime in Kigali because it has stopped them in their genocide tracks, there. So the attack is double: against the Kivu and the Great Lakes region, mainly Rwanda and Uganda.

If you think I am exaggerating, then check out the line up of battalions on the Eastern boarder from Goma, 1 battalion is ready in Muja. For those who don't know, Muja is only 5 km from Goma. The interesting data is that those are not FARDC battalions, they are FDLR battalions.  More FDLR are in Kalengera and Tongo: that's respectively 50 and more or less 70 km from Goma. Add to this, around 12,000 FARDC inside Goma and about 2100 UN brigade men, and you have a war on your hands. The Malawian still not decided to show up.War against the populations and against the neighboring countries, very specifically the town of Gisenyi.

Since things are in this state, you understand why MONUSCO is playing at distracting the opinion by spreading false rumors that M23 is recruiting children and has killed people in Jomba. Only people who don't know the country can believe that: how can M23 kill its own people? Jomba is their home. I myself saw children running after their cars chanting M23 oyeee, on the road to Jomba, very recently. Monusco is just looking for a pretext to distract people from the major attack Kabila and his allies are readying, at this very moment. If things go bad in a few days, you will know who started.

WE CANNOT BEAT THEM ON THEIR OWN TERMS

With globalism, the world stronger economies have imposed on us useless wars, sophisticated models of slavery, and we have let them do that to us. There is nothing as disheartening as seeing how Congolese expect their nation to be saved and built by anonymous foreign powers under the disguise of the name "International Community". This same international community tells us that its aim is democracy, but we know that theirs is a constant battle for markets, for resources, for our resources, denying us a future. As David Chiweza of Zimbabwe puts it: "we cannot beat them on their own rules". We have to find our own tactics, ever mindful of how much they have and can still hurt us. Only our determination can lead us to overcome so many forces, attacking the continent on so many fronts. While in the 60s, there was a revival that has been fueled by great minds of what in school we were taught as "littérature negro-africaine" with its proud figures such as Aimé Césaire following in the footsteps of W. Bughaert du Bois, today we have no such voices. We only have the voices of those who sing to the tune of the new colonialist gang. If anything, that is the reason why I do support what M23 is trying to do, even though I'd prefer that its protest does not involve having recourse to war. But is there any other choice when the war is being imposed by Joseph Kabila, the pawn in the game of Western sharks and vultures?

With all the negative press that M23 receives, it is difficult to know more about those who make it up but do not appear in the news. By that, one could mean all the foot soldiers keeping watch and getting ready to face the immediate ennemy in the form of FDLR, Kabila and Intenational community's protégés. I say this because FARDC are not true ennemies of M23, they were part of the same army. FARDC loyalist to Kabila prefer to endure his injustice and corruption while M23 fights both. There are more heros in and around M23 who do not make headlines. I mean the mothers of those young men and women who have chosen to take the struggle for freedom seriously and personally; their brothers and sisters who while missing them, struggle to support them, even though others might be afraid and secretely might want them back. I am interested in those mothers are as heroic as and more than their sons and daughters if one could count all it took the m to bring their children up and to make sure they grew up with sufficient love for the others that they could commit themselves to defending values that the DRC as a nation has lost from the time it ceased to be a nation through corrupt leadership. 

So let’s make room to talk about the women in and around M23. A couple of days ago, I saw an article on Fanette Rwagati, explaining what a combattant she is, working close to Gen. Makenga. http://congodrcnews.com/2013/06/24/major-fanette-rwagati-une-combattante-de-la-liberte/
I thought about Makenga who is known to his people and foes to be everything except corrupt and I couldn't help but wish that this Fanette Rwagati should be absolutely un-corrupt and un-corruptible. The closest collaborators of this general should be people of the old military style, men and women of honor and probity, above reproach. This is a tall order in an era where immorality and irresponsibility have become the norm of the day. If there is anything women must bring to M23 and to the cause of peace and development in the DRC it is the restoration of probity, hard work, sense of honor and dignity. If Fanette reads this, I'd like her to check herself and her sisters in and outside M23 jeshi on these values. If not, the cause could be compromised sooner or later.

Alongside with Fanette Rwagati, I'd have loved to see an article on Jeanne d'Arc Mihigo, who went too soon in that fatal accident of Hewa Bora in Kisangani. Jeanne d'Arc loved this cause and worked tirelessly for it. Above all she loved Bunia, her home, the way I love Mushaki may be! I met Jeanne d'Arc and shared with her the dream of peaceful Eastern DRC. We used to talk about the potential of creating and maintaining local manufacturing and processing plants to add value to export. She knew very well le Grand Nord, I know very well le Petit Nord. We worried about the financial strain of maintaining the Jeshi as long as the struggle lasted and we worried about what could happen if army officials got corrupt, which materialized when Ntaganda bitrayed Nkunda, etc... She soldiered on until her untimely death. 

I had not had the chance to meet other women around M23 such as Maitre Eugénie Mubake and Mama Zaituni. I don't know anything about the former, but about the latter, I know she is a mother of 9 children, has worked with General Nkunda in Bwiza, and could still be active in the immigration office at Bunagana. These and so many others we don't know are all champions of this great cause of freedom we are engaged in. There is no dictatorship that has survived the people's push for freedom, we keep our hopes and our heads high, for the future generations.

THE SCRAMBLE FOR AFRICA THAT NEVER ENDS

Harry Browne has published an interesting book I have not read yet, but I should do so soonest. The title is "The Front Man". The book is about Bono, yes you got it, the one of U2. You discover that immediately from the sub-title which reads "Bono (In the name of Power). According to Amazon reviews, "carefully dissecting the rhetoric and actions of Bono the political operator, The Frontman shows him to be an ambassador for imperial exploitation, a man who has turned his attention to a world of savage injustice, inequality and exploitation and helped make it worse". In fact Bono and so many other who claim to speak for the poor in Africa have seized the political space which might otherwise have been occupied by the Africans about whom they are always talking. Because Bono is seen by world leaders as the representative of the poor, the poor are not invited to speak. This works very well for everyone - except them. This what happened earlier at the G8 summit. 

Why am I writing about this here? It's because, while our people are fighting a corrupt government to forge an ever elusive better future for their children, behind that same corrupt government are greater interests, very similar or more aggressive that those of the 1884 scramble for Africa. Those interest are always disguised in some philanthropy to help "poor Africa". That is what all celebrities talking about the DRC claim to do. You know they are on the side of the bad guys when you see them criticizing M23, holding racists speeches against tutsis in the DRC or elsewhere, adopting Ken Roth and his Human Rights Watch sinister persecution against those who wants to rebuild the Kivu, pretty much in the same way they sang that Nkunda was the problem and he wasn't. 

Though I never embrace their effort to try a communist approach to solving Africa's problem, I admire the Thomas Sankaras of this world who died for trying to denounce the ongoing scramble for Africa. Few head of states in Africa dare to use Sankara's bold accusation of foreign corrupt states and corporations committed to continually defile the continent. I think maybe Paul Kagame, and recently Museveni in Kenya are using such a language. 



The new neo-colonial processes for the DRC and the continent are being hatched by the huge foreign mining companies  intent to shape policy. You understand then what makes Joseph Kabila so stubborn to the point of refusing to negotiate with M23. His FDLR are working with him for the neo-colonialists and they must do away with anyone who, like Makenga and/or Nkunda who really want freedom for our people. Let's wait and see which direction the US foreign policy takes. But no one should be fooled: Russel Dana Feingold who has been recently appointed to the Great Lakes, which has delighted Kinshasa must be observed closely. However, being a democrat, we should not expect from him to depart from the democrats' policy in the region since Madelein Allbright. His appointment could be good news only, and only if he comes to put more pressure on Joseph Kabila, following Ba Ki Moon and Robinson, in a bid to push for a political solution once and for all. But if like John Kerry said, he comes to say that the UN brigade is the solution, I'd say that Makenga's men are ready. In fact they are closely watching FDLR and FARDC who have been moving from Tongo to Kalengera. Though FARDC are their usual self, scared to death by M23. They actually told FDLR to go on, on their own. Which shows how the whole point for FARDC and the UN brigade is to open the way for FDLR to attack Rwanda... Not surprising at all.

Let's wait and see if Russ Feingold uses the language of his boss Kerry and Kikwete. If you have read the link above, on the mining policy, you know why Kikwete supports not only FDLR but all neo-colonialists. No reason to be discouraged though: the future of this continent lies in the hands of anyone who is still willing to fight for true freedom, the freedom of the people to live and live in peace so as to develop themselves.

MISE A JOUR II

Du Terrain:

Après avoir temporisé inutilement depuis décembre 2012, juste après que la CIGRL ait convaincu le M23 de quitter Goma pour négocier avec son gouvernement, c’est aujourd’hui 18/06/2013 que Joseph Kabila veut montrer la carte qu’il entendait jouer depuis le début. En effet, on apprend que l’attaque généralisée contre le M23 sera lancée par le président en personne, en tant que commandant suprême de la bizarre coalition comprenant les ineptes FARDC, les génocidaires FDLR et les forces de la Brigade onusienne faite de troupes envoyées par des Etats africains pillant la RDC.


Des informations crédibles font état de mouvements massifs des éléments armés de FDLR et FARDC partis dans la journée de Bambo et de Tongo avec pour mission d’attaquer Kalengera et Rumangabo. Une autre troupe de même composition, assistée d’experts Français, est sensée contourner les positions avancées du M23 autour de Goma, pour déboucher vers Kibumba et traverser la frontière congolo-rwandaise. Cette manoeuvre n’a évidemment pas d’autre visée que la très alléchante opportunité de déstabiliser le Rwanda, quelque chose dont les FDLR aussi bien que leurs parrains Français rêvent depuis 19 ans. C’est d’ailleurs la seule raison pour laquelle les français révisionnistes aiment accuser le M23 d’être rwandais et le Rwanda d’appuyer le M23, juste pour se donner une raison de mettre en pratique leur dessein, Kabila en profite.



Le troisième facteur de l’équation, pour completer l’assaut contre le M23, et une possible attaque contre le Rwanda par la même occasion, c’est la MONUSCO, en sa composante SANDF (South Africa National Defence Force) de la Brigade d’intervention, qui va faire effectuer à ses avions, les vols de reconnaissance, cette nuit du 18 au 19 Juin 2018, sur l’ensemble du territoire sous administration du M23. La zone sous control du M23 est couverte par un épais brouillard et le froid de la saison sèche, mais tout cela risque de prendre feu par le triple intérêt de Joseph Kabila, la guerrière ONU et les génocidaires FDLR. Pourquoi Kabila voudrait-il bloquer non seulement la paix de la region, mais aussi la session des Examens d’Etat nationaux qui devraient commencer le lundi prochain 24/06/2013?

Vers la guerre totale ?

Les rafles de Goma sous les yeux de la MONUSCO dévoilent la convergence de forces locales, sous régionales et internationales autour de la solution militaire de la crise dans l’Est de la RDC. Mobilisée par une idéologie raciale et par des intérêts obscurs, cette coalition vise le pouvoir de Kigali au risque d’une conflagration générale et d’une épuration ethnique dans les Grands Lacs

« Il ne sera pas question de philosopher. Le M23 dans sa forme de groupe armé politico-militaire et force négative doit cesser d’exister. Le M23 doit déposer les armes et certains membres de ce mouvement qui ne sont pas coupables doivent suivre un programme d’intégration sociale…… Un processus sans fin (des pourparlers) empêcherait la Brigade de faire son travail » (Raymond Tshibanda, ministre des Affaires étrangères de la RDC, le 11 juin à Kampala, Ouganda ).   

 « Nous allons utiliser tous les moyes : pas seulement la force d’intervention, mais tous les moyens disponibles pour aller à la poursuite de ceux qui commettent des crimes contre les populations civiles » (Général Alberto Dos Santos Cruz, commandant brésilien de la MONUSCO, le 12 juin à Kinshasa).
 « La MONUSCO ne traite pas avec le M23, le MONUSCO ne collabore pas avec le M23, la MONUSCO ne s’adresse pas au M23. Donc, il faut que ceci soit clair, car nous n’avons aucune relation avec le M23, qui par ses pratiques, continue toujours à semer la violence dans les territoires qui sont sous son contrôle » (Lieutenant-colonel Félix Basse, français, porte parole militaire de la MONUSCO, le 13 juin à Goma, au Kivu, dans l’Est de la RDC). 

Emblématiques et très orientées politiquement, les déclarations de ces trois hauts officiels de l’Etat rdcongolais et de la Mission des Nations Unies en RDC (MONUSCO) sont tombées dans le moment de majeure intensité des rafles de prétendus sympathisants du M23 dans la ville de Goma, pour la plupart des ressortissants Tutsi congolais. Elles confirment la convergence d’une coalition de forces congolaises, sous régionales et internationales autour d’un projet de guerre totale qui, depuis l’Est de la RDC, pourrait embraser le Rwanda voisin.

Les ratissages, dans les rues et dans les maisons de Goma, mais aussi de Bukavu, et la déportation à Kinshasa de ressortissants congolais, en majorité appartenant à la communauté banyarwanda, accusés de connivence avec le mouvement révolutionnaire du M23, s’inscrivent dans la logique de l’épuration ethnique et de la diabolisation d’un groupe humain censé porter la responsabilité des conflits, des atrocités et des dévastations qui ravagent le Kivu depuis 20 ans.

Leurs objectif est également (comme cela fut le cas le 20 mai, lors de l’attaque de l’armée régulière, les FARDC, contre la rébellion à Mutaho) de pousser le M23 à riposter sur le plan militaire, pour ensuite l’acculer au rôle supposé de ‘force négative’, et de provoquer une réaction diplomatique vigoureusee de la part du Rwanda, pour en démontrer subrepticement ses accointances avec le mouvement dirigé par le général Sultani Makenga et  le président Bertrand Bisimwa.

La France, les experts de l’ONU et les honorables correspondants

Ces opérations aux allures de véritables pogroms -démarrées il y a une quinzaine de jours selon la Radio Okapi de la MONUSCO- se sont déroulées en présence des Casques Blues, dont le nouveau chef venait pourtant d’affirmer que la protection des populations demeure la fonction primaire de son mandat. Elles ont été l’œuvre d’une cellule spéciale des services de renseignements militaires des FARDC qui a été créée à Goma pendant l’été 2012 pour fabriquer des preuves attestant le soutien de Kigali au M23. Selon nos sources à Goma, cette cellule, dite T2 du lieu où le siège de la sécurité militaire se trouve, est dirigée par Kalev Mutond -le tout puissant patron de l’Agence nationale de renseignement (ANR), sorte de Gestapo congolaise. Elle est à l’origine, parmi ses autres forfaits, du faux témoignage des six prétendus soldats rwandais démobilisés et censés avoir servi dans les rangs du M23 lors des premiers combats d’avril-mai 2012.

La cellule a aussi collaboré avec un très controversé groupe d’experts des NU dirigé par Steve Hege, depuis reconnu comme sympathisant des rebelles hutu rwandais et anciens génocidaires des FDLR. Le panel est à l’origine du fameux ‘addendum’ (S/2012/348/Add.1) du 26 juin 2012, dont le but était de prouver l’implication de Kigali dans la naissance du M23. Dans le texte même, on ne fait pas mystère d’avoir utilisé les informations venant des renseignements de la RDC. Et ce n’est pas un hasard non plus que, quelques temps après, le 3 août, le représentant de la France au Conseil de Sécurité rédige une déclaration dans laquelle les quinze membres de ce dernier « réitèrent leur ferme condamnation de tout appui extérieur apporté au M23… et… demandent en outre à tous les pays de la région de coopérer activement avec les autorités congolaises pour le démantèlement et la démobilisation du M23 ». Suivant l’allusion au soutien prétendu de Kigali à la rébellion, l’appel à l’intervention musclée des Etats voisin de la RDC donne -déjà à l’époque- toute la mesure du risque de l’escalade militaire ou même de la conflagration régionale pris par l’instance onusienne sous influence française.
 
Le processus de Kampala

Si la stratégie concoctée à Paris en liaison avec le Département onusien des missions de maintien de la paix (DPKO), également sous commandement français, n’a pas abouti rapidement, cela est dû à l’entrée sur la scène diplomatique des pays de la Conférence international de la région des Grands Lacs (CIRGL) qui imposent la solution négociée de la crise entre Kinshasa et le M23. Ils se battent pour l’application du principe de la solution africaine aux problèmes africains, mettent en place les pourparlers de Kampala entre les deux parties et optent pour la formation d’une Brigade internationale neutre à envoyer à l’Est de la RDC avec une fonction dissuasive. Depuis, le bras de fer s’installe entre le CS et la CIRGL, le premier essayant à tout prix d’absorber le processus de Kampala, entamé par la deuxième en vue d’un règlement pacifique de la crise. Pour ce faire et dans le but de torpiller les efforts de paix, l’Elysée décide de donner une impulsion aux déjà très bonnes relations avec la Tanzanie, membre influent de la CIRGL et aussi de la Communauté de développement d’Afrique australe (SADC). Cette dernière avait entre-temps fait son apparition dans le jeu diplomatique à soutien de la CIRGL, mais avec une attitude plus belliciste, à cause de la présence, comme pays membre, de l’Afrique du Sud, allié de taille de Kabila.

Les bonnes œuvres de Kikwete et la « révolution onusienne »

Le 21 janvier dernier, le président tanzanien Jakaya Kikwete se rend à Paris à la rencontre de Laurent Fabius, ministre français des Affaires étrangères. Au menu de la discussion, la crise en RDC est l’enjeu principal de la relation bilatérale. Les Tanzaniens se verront ainsi attribuer le commandement de la Brigade spéciale d’intervention, version agressive, making war, de la Brigade internationale neutre de la CIRGL/SADC, dont le déploiement, en discussion à partir de la rentrée 2012,  a été formellement établi par la fameuse résolution 2098 du CS (S/RES/2098), du 28 mars. Un acte qui marque l’étape d’une véritable révolution. Pour la première fois dans l’histoire de l’ONU, un mandat offensif est confié aux Casque Bleus avec la tâche de traquer et démanteler un adversaire bien ciblé, de surcroît l’une des parties en cause d’un conflit auquel on devrait au contraire trouver une issue négociée.

Sur les 3000 soldats affectés à cette force, on fixe que mille seront Tanzaniens, mille Sud-africains et mille Malawites. Le général tanzanien James Mwakibolia en est le patron établi, mais moult observateurs pensent que la direction réelle des opérations sera plutôt du ressort des barbouzes français qui, fin avril, ont posé leurs valises à l’Hôtel Linda de Goma. Le mêmes qui ont été dernièrement aperçus par nos correspondants à Goma, dans les premières patrouilles de la Brigade, pas trop loin des lieux où les rafles anti-Tutsi ont eu lieu. 
On sait aussi  que, quelques semaines après le meeting de janvier à Paris, la commission de l’armée tanzanienne ayant en charge la mission de la Brigade spéciale invite à Dar-Es-Salaam les hautes hiérarchies des FDLR -impliquées dans le génocide 1994 au Rwanda- pour qu’elles apportent leur expertise et leur contribution directe sur le terrain dans les combats à venir contre le M23. Cela fait bientôt neuf ans en effet, que ces anciens Interhamwe et ex-FAR se battent contre le même mouvement, hier appelé Congrès national pour la défense du Peuple, le CNDP de Laurent Nkunda, aujourd’hui M23. 

Au cœur de l’option guerrière, les génocidaires

Par conséquent, nul ne s’étonnera si, pendant le sommet de l’Union Africaine (UA) du 26 mai à Addis Abeba, Kikwete affirme, premier chef d’Etat à le faire, que le Rwanda doit négocier avec les FDLR pour une solution globale de la crise dans les Grands Lacs. Facile de prévoir, à la aune de cette attitude, et vues toutes les relations nouées, que les opérations de la Brigade évolueront sur le terrain avec le soutien des FARDC et des FDLR, ces deux dernières ‘travaillant’ déjà ensemble depuis des années. Il est aussi évident que cette coalition -France, Tanzanie, MONUSCO, FARDC, FDLR- décèle un conglomérat de forces extrémistes, animées par une idéologie négationniste, rwandophobe et anti-Tutsi, avec des composantes qui cultivent depuis belle lurette le rêve malsaine de porter la guerre jusqu’à Kigali, et une idée macabre de solution finale dans l’esprit de certains.

Les rafles de Goma sont un signe troublant de cette guerre totale qui s’annonce. Quand les effectifs de la Brigade, appuyés par FARDC et FDLR, s’attaqueront aux positions du M23 qui délimitent le territoire sécurisé par ce mouvement et densément peuplé par des communautés en majorité rwandophones, de quelle protection de populations civiles pourront alors se vanter les officiels onusiens après avoir pris le responsabilité d’avoir mis en place un tel engrenage meurtrier ?  A Rumangabo, où se trouve la plus importante base militaire du M23, les combattants du mouvement politico-militaire sont déterminés. Ils ont le moral, les moyens pour se défendre, la conviction d’être dans le juste et de n’avoir rien à perdre. Prêts à payer le prix du sang pour vivre ou mourir sur la terre de leurs ancêtres.

Ailleurs au Kivu, les esprits ont été surchauffés  par les faucons locaux, comme le gouverneur Paluku, et on entend des propos évoquant la sinistre Radio des Mille Collines qui diffusait les messages génocidaires en 1994. Bâti sur la haine de l’autre et sur la prédation, le pouvoir de Kabila vacille, la Brigade et ses alliés historiques des FDLR étant ses derniers remparts, avec la France qui tire les ficelles.
 Sentant monter la pression militaire, Kigali choisit le silence. Attitude prudente et responsable. Mais le profil bas sera-t-il toujours payant face à la poursuite de l’escalade ?

THE UN ABOUT TO FIGHT A WAR

This is an interesting view from quarters that we know. In the middle of lies such as affirming that the UN imminent war in the DRC is a last resort after careful diplomatic efforts, hah! They are boycotting all diplomatic efforts. The truth that can be found is about the UN risking its own reputation and so called moral authority, but doe sit have any??? Maybe The Economist still believes it does... What one does not understand is the fact that, even though the analysis shows risks and arbitrary decision on behalf of the UN security council, the Economist is actually begging for support, guess what? For the UN brigade coming to fight M23... Foreign powers mediatic or otherwise can really underestimate local determination.

JOSEPH KABILA A LA RECHERCHE D'UNE CATASTROPHE REGIONALE

Tshibanda a été catégorique à Kampala: il y revient mardi prochain pour intimer au M23 l'ordre de se dissoudre. Pourquoi, croyez-vous, la fameuse communauté internationale ne dit rien de l'obstination de la RDC à ne pas négocier? Simple, Kinshasa suit ses ordres, mais là il s'agit d'une provocation énorme. Il faut traduire les déclarations de Tshibanda: Kabila ne négocie pas, il prépare la guerre toujours et encore. Le mouvement des FDLR est le signe avant-coureur clair, ainsi que les arrestations à Goma. Le cycle inférnale de 1998 est en marche. Seulement, il y a du nouveau dans le coin: la fameuse brigade de l'ONU, résolution éàç!, etc... Qu'est-ce à dire? Que ne voulant pas pousser Kabila à la paix, la communauté internationale méprise ouvertement la bonne volonté du M23 de chercher la paix. En revanche, elle supporte la brigade d'intervention qui, sous couvert de combattre le M23, vise en réalité briser les régimes de la région. Ne vous y trompez pas, l'utilisation de la Tanzanie est faite à dessein, le discours de Kikwete n'en était qu'une confirmation. Quelqu'un cherche-t-il une destabilisation régionale style Afrique du Nord? La résolution 2098 voile une catastrophe régionale bien préparée. Nous verrons bien

FRANCOIS MWAMBA AND THE M23 CHALLENGE

This is quite laughable: Mwamba trying hard to sing the song that congolese ears love to hear. Boosted by his new role of spearheading the amorphous Adis-Abeba mechanism in the DRC, he came out today to declare that M23 will disappear out of sheer isolation, which the most cherished dream in Kinshasa. But he went further to say that the project geared towards peace as presented by M23 delegation in Kampala is not valid because it means simply balkanizing the country. I would like to believe that Mr. Mwamba knows how to read, and he is from the old school when the educational system of our country allowed people to learn how to analyse both spoken and written word. But I guess he did not bother reading, he wants to protect his boss in Kinshasa and does no how best to do that other than brandish the old ghost of balkanisation. 

Let us state a few things clear:

1. The total absence of the State in the Kivu has lasted too long: who can objectively blame M23 for fighting to bring back a semblance of order allowing populations in the East of the country to stop wandering from IDP camps to IDP camps? To my knowledge that should only bother the UNHCR that makes a living out of swelling numbers of refugees and displaced people.

2. No  one in the DRC, and much less M23, is interested in balkanising the country. What is sought is an inclusiveness that respect the great diversity of our people and resources. This means, that the DRC must stop victimizing M23 falsely claiming it wants to control the Kivu. Mwamba should know, wanting to develop the Kivu and have schools and hospitals and roads for our trade, reviving our traditional resource of fantastic livestock and agriculture is not balkanisation. It is simply development. But then again, Kabila officials love to see poverty levels in the Kivu grow exponentially.

3. M23 presence in Kampala shows resilience and strong willingness to give credit to CIGRL in its diplomatic role in brokering peace for the country. Mwamba cannot stand that, and in this he is just following Kabila who prefers the sharks of SADC, only interested in helping him to loot the country. Congolese seems to prefer that tactic: seeing their country sold by Kabila, with no gain whatsoever for the country. 

Finally, I believe that Mwanba and all Kabila cronies kept hoping that M23 will rush back to Goma to provoke the UN brigade into battle. They are at a loss since the peaceful approach is disconcerting for them. They should wait, Kabila has not given up his warmongering... In fact he is the one who has worked at dividing the country. His backers from the West have said it so many times. He should stop accusing M23 of a plan that has been prepared by the multinationals paying for his stay in Kinshasa. Sooner or later all this will backfire on him:

JOBLESS MONUSCO TRYING TO MAKE ITSELF RELEVANT

Back in the time of Nkunda they used to say “no Nkunda no job”. It wasn’t funny for someone who was fighting for the freedom to live in peace for the population in Kivu. They said he was the problem, and now those who are brave enough have acknowledged that he was part of the solution that has been neglected for too long, such that M23 is still trying to force Kinshasa to deal with the victimized population of the Kivu. However that popular motto of MONUC then was a clear picture of what the UN forces are here for. They don’t have anything to do, except earn fat salaries with hardship area allowances etc.

This situation has not changed with MONUSCO. They have nothing to do, except produce reports, and false reports for that matter, when it comes to M23. The latest is an old report dated 15th May and that the media are discussing only now (A/67/845-S/2013/245), claiming that M23 is recruiting child soldiers to increase its numbers.


This is a false report indeed, because it does not show any evidence for its claim. But who said that the UN must show evidence for its claims, these guys believe themselves to above any accountability for what they affirm. They don’t need to because the Congolese opinion as well as the International community that pays them do not need evidence when it about tarnishing M23 reputation. The press that is discussing the said report this week has not been able to show any picture or any registry to substantiate these claims. Certainly MONUSCO has enough equipment and personnel to produce pictures and copies of recruitment registries, which it can obviously obtain from M23. They know they are welcome at General Makenga’s headquarters and they access the Movement’s president at request. Moreover there is the option of visiting M23 training ground at the military barracks in Rumangabo.

M23 PATIENTLY WAITING FOR KINSHASA DELEGATION

No one is talking about the negotiations in Kampala. This is because no negotiations are going on. M23 delegation is patiently waiting. However, it is not surprising that Kabila is not willing to go back to Kampala. Any observer, as well as M23 officials are all aware that Kabila never intended to negotiate, too late though because his country did react to the speedy and complete control of Goma in November last year. What is happening today is that he is not showing up and even if he did, he is not likely to negotiate at all. His confidence now lies totally in the presence in Goma of Kikwete’s army and the SADF elements. As I have said so many times, his FARDC have to total support of FDLR and all other militias such Nyaturas operating from Masisi. The latter are in the news today, boasting of ambushing M23 forces in Rukoro. They only wish… we should say “in their dreams”. In any case, they are paid by the DRC government to spread such unfounded rumors.

Who has really spread such rumors? The head of civil society in Goma, which is also paid to do the same, in the hope of showing the Congolese opinion that M23 is being attacked in its stronghold. However what this gentleman is after is his own dream job of becoming the successor of Lambert Mende. The fastest way of getting there is to use the M23 card, which is very safe if you want to entice Joseph Kabila.


Going back to the negotiations: it is clear that it’s concluded affair for Kabila, since he has give Malu Malu a new job and Raymond Tshibanda is a on a diplomatic tour, probably to gather more support for the UN brigade called to fight and eradicate M23. DRC government officials have declared, last week end, that after Kampala the M23 will be no more, very dangerous declaration for people supposed to negotiate peace. This shows that Kinshasa is still convinced that M23 will dissolve itself magically, which is not possible if you think of the military force you are talking about. It is important to stress the military force because Kinshasa refuses to face it, preferring to always accuse the neighboring countries instead to facing it off with M23, whether with weapons or with diplomacy. We have before us another stalemate. It is then time to call upon Mary Robinson and her boss to remind them that they are failing in their mission of pushing the DRC to seek for the diplomatic and political solution to the problem. Their failure is shown by their passive attitude towards Kabila’s reluctance to join M23 in Kampala.

TO KAMPALA ONCE AGAIN

It's back to Kampala once again, but why? Because Kinshasa is totally confused about which way to go. Where is the confusion coming from? You can read that on Digital Congo which is lashing it out at M23 for deciding to go back to Kampala. According to Kinshasa, M23 is willing to re-start the negotiations because it is caught between the rock and a hard place, those being the UN brigade and the 6000 FARDC, 800 FDLR and thousands of Mai Mai militias paid by Kabila and ready to attack M23. However, everybody knows what happened at the end of May, when FARDC in Goma tried to attack M23, in a bid to incite or open the way to the UN brigade which could  take advantage to start fighting M23. That was what the whole shouting was about around the 22nd May. Of course Kinshasa had to say then that M23 was trying to re-capture Goma. What happened then?

The UN brigade could not enter the fight for several reasons: first they already know they cannot face it off with M23. They initially thought it was a gang of criminals, but now they know it is an organised military force. Secondly, that infamous brigade is taking a long time to structure, countries initially ready to put together 3090 men are now  dragging their feet because they have realized they are getting into a quagmire of historical, political and socio-economical magnitude they had no idea of. Finally, the UN by way of Ban Ki Moon and Mary Robinson have come to understand that the problem in North Kivu is a problem of leadership in Kinshasa, hence for there to be peace, military force is not the solution. This will not please the French contingent that controls the military operations of the UN, which they use to secure their economic revenue from Africa using the lethal weapon of genocide trends. But let leave the French genocide ideologies aside and focus on why go back to Kampala. Ban Ki Moon and Mary Robinson told kabila to go back to Kampala, because they have, at long last, understood that the political solutions to the problems of the DRC are long overdue. I wish to think that they also understood that the CIGRL should be given the chance to see the peace process through with aim of supporting the credibility of regional bodies, which they failed to do in 2009. They have also failed to that in Kampala since December because they have not put sufficient pressure on Kabila to find a solution there. Instead, they watched him ditch CIGRL for SADC where he only garned the support of Jacob Zuma who has his interests in the Lake Albert oil, already secured by his nephew. He also the support of Kikwete whose son is managing Kabila's huge business in Tanzania. Kabila knows that if the whole country rallies behind the M23, he should go back to Tanzania, hence he build a business empire there. Who can blame him?

However, the DRC's peace is greater than Kabila and his two allies from the SADC. The Kivu has suffered enough from the faulty leadership in Kinshasa to be patient and follow the path of peace rather than war. The M23 could show the military muscle if it wanted. Just ask the Tanzanian army in Goma. However, even military men love peace, that why they wear uniforms, to seek and bring peace even if it takes negotiating with stubborn people like Kabila an his per-diem seeker negotiators. That is the reason why the M23 is going back to Kampala tomorrow. Kinshasa doesn't like the idea of the UN supporting a political solution. That is why they are confused by Mr. Toure declaration that his brigade is not going to attack the M23 while it is in negotiation. In fact this brigade is happy because negotiations are likely to exempt them from fighting, but more importantly it will exempt their countries to have to complete the brigade! Any way, let's wait and see whether Kabila will send negotiators to Kampala, his chief negotiator has been re-appointed to the Electoral commission: Malu Malu le cumulateur invetere.

LA TRAITE DES NEGRES DANS SES NOUVELLES FORMES

Je me suis abstenue de commenter les propos du nouveau champion des génocidaires opérant en RDC depuis 1994 sous l'égide de l'ONU, des puissances occidentales agissant individuellement ou sous couvert d'ONG, quand ce n'est pas sous les oripaux de multinationales extrêmement coriaces et le noyau de pseudo-experts dont l'expertise est entièrement construite sur des mensonges historiques et des partis pris stéréotypés. Entendez par là tous ces gars qui papillonnent d'une ONG à l'autre jusqu'à ce que les magnats de ce monde leur achètent une identité academique, histoire de consolider la credibilité de leurs opinions toujours partielles et essentiellement colonialistes. Tout originaire de l'Est de la RDC devrait fustiger ces nouveaux "Stanleys" travaillant pour de nouveaux et beaucoup plus amorphes "Léopold II". Je suis consciente ici de demander l'impossible parce qu'avec le chomage, le sous-développement endémique, il faut de l'héroisme pour résister l'appat du gain monétaire, possibilité de devenir une sorte de célébrité d'opinion, etc... Le patriotisme qui devrait motiver une telle résistance est totalement tronquée par la destruction systématique de l'idée même de nation en Afrique. La RDC n'en est que l'illustration la plus abérrante après la Somalie.

Cependant, c'est justement le patriotisme qu'il faut pour la nouvelle forme de colonisation qui mine la RDC depuis la faillite de cette autre qu'était la dictature de Mobutu. Un patriotisme capable de dénoncer la traite des nègres version 21me siècle. Les propos du président tanzanien exigeant de ses collègues, à Kampala et à Kigali, de s'asseoir sur une table de négociation avec les génocidaires nous a cruellement rappelé que les razzias qui ont décimé les populations nègres partaient de Bagamoyo! Venant bien entendu des cotes tanzaniennes. Nous n'en avons pas fini. Quand les fils du continent s'imposent et imposent à leurs frères un revisionnisme à outrance, il est impossible de croire en leur discours sur l'intégration. Kikwete est-il en mesure de parler de l'intégration au sein de la Communauté des Etats de l'Afrique de l'Est et en même demander d'intégrer ceux qui ont déchiré irréparablement la même communauté par un génocide et de guerres inutiles? Tout le monde a compris qu'il a adopté la même politique que Zuma. Il est conscient, tout comme les pouvoirs qu'il sert, qu'il n'y a plus d'Etat en RDC. Il s'allie avec ceux qui ont créé ces génocidaires et les maintiennent actifs. Son pays a bénéficié du TPIR mille fois plus que les victimes du génocide au Rwanda, et bien plus que ce dernier.

Je m'intéresse plus à l'absence de l'Etat en RDCqu'à l'absurdité de la démarche de Kikwete. Je répète souvent qu'aussi longtemps que les congolais attendent sa restoration de l'extérieure, nous ne sommes pas sorties de l'auberge. Pour cette même raison, je me range toujours du coté de ceux qui se battent mais de l'intérieur, avec les fils du pays, jusqu'à ce que même la soi-disant communauté internationale arrive à les considérer comme les vrais acteurs avec lesquels il faut travailler pour redonner la dignité au pays. C'est dans cette même logique que j'ai compris la cause pour laquelle se battait Laurent Nkunda et aujourd'hui Sultani Makenga. Les petites mains d'un mercantilisme aggressif qui, à Kinshasa trompent la RDC en parlant d'un cadre de nouvelles reformes sous la houlette de Mary Robinson, se moquent du peuple congolais avec une arrogance extraordinaire. Que va faire Robinson, si pas aider les noveaux colonisateurs à endetter le pays chroniquement? Avez-vous entendu les milliards promis par la Banque Mondiale? Pas un hasard que son chef soit venu en promenade avec Ba Ki Moon jusqu'à  Goma... Et les 10 milliards promis par les japonais la semaine dernière. J'aimerais savoir si Kabila était au Japon.

Avec tout cet argent, nous pouvons nous attendre à un activisme plus renforcé en faveur des génocidaires pour créer davantage de chaos, de tel sorte que seuls les kléptocrates en profitent sans jamais redonner aucun espoir au peuple congolais. Le début de ce chaos en ce qui concerne le Nord Kivu a commencé grace à Joseph Kabila quand il a décidé de boycotter les négociations de Kampala. L'ONU et bien sur les Kikwete et les Zuma l'ont aidé à fragiliser la  CIGRL avec ce même objectif. La fameuse résolution 2098 se voulait plus que décisif. Mais le dernier mot n'est pas encore dit. Et ce n'est pas cette résolution qui a dernier mot. Si c'était le cas... Sont-ce les reformes de Robinson qui auront le dernier mot? Assurement pas. Son Benchmarking déjà publicisé par le bloggeur mai mai du coin n'ira pas loin s'il ne vise que l'appui au génocidaires et la persecution du regime rwandais sous pretexte qu'il soutient le M23. Le dernier mot se trouve entre les mains de quiconque a sa gachette pointée sur Goma, car c'est le dernier recours pour forcer un dialogue pour restorer la RDC, un dialogue que tout le monde esquive parce ce qu'il doit s'attaquer aux problèmes politiques que les nouveaux colonisateurs souhaitent perpetuer, precisement avec l'aide de Kabila , les génocidaires, les ONG vautours et tous ceux qui s'empifrent au détriment du futur de nos enfants.
