ILS ONT EU CE QU'ILS VOULAIENT

Les vautours je veux dire. Tout le bruit à propos de l'annexe d'un rapport de l'ONU qui prouverait l'implication du Rwanda dans les activités du M23 n'était qu'un moyen pour faciliter deux choses. La première c'est bien entendu l'extension du mandat de la Monusco. Kinshasa s'en félicite à travers le porte parole du gouvernement. C'est automatique. Ils ont donc eu ce qu'ils voulaient ces vautours. La deuxième raison est encore plus simpliste, mais tout aussi automatique: enflammer le discours xénophobe, voire génocidaire des congolais extremistes. Il y a un fameux pasteur en RSA qui se fait en plus de l'argent avec ça. Et ce discours commencé par les politiciens à Kin et entretenu par les médias nous ramène tout droit à 1998. Le problème c'est qu'une telle gangrène tuera les tutsis encore sous les yeux approbateurs de la Monusco et de la communauté des vautours, mais elle ne reconstruira jamais la RDC. C'est une gangrène qui profitent le monde pour lequel la Monusco et Kabila travaille. Et l'ONU est toujours le parrain indéfectible de la gangrène génocidaire contre les tutsis aussi bien en RDC qu'au Rwanda, l'utilisant comme ultime et efficace moyen de maintenir sa présence prédatrice et inutile, et sous laquelle se regroupe comme sous un parapluie le reste de vautours.

ENCORE DU RENFORT DE BKV

Plus de 2500 soldats sont arrivés au Nord Kivu pour défendre Rumangabo. Décidement la case du départ! Rumangabo le verrou sauté par les forces de Laurent Nkunda il y a trois ans, vous vous en souviendrez. Je ne suis pas du tout inquiétée pour le M23, ils savent à quoi s'en tenir et la vaillance des FARDC est encore une denrée introuvable. Bien entendu, il faut s'attendre déjà à ce que ce soit HRW et/ou l'ONU qui bataillent pour les FARDC et son commandant suprême en accusant le Rwanda. C'est une honte que les organisations internationales s'acharnent à jeter la responsabilité pour la misère du peuple congolais sur Rwanda, comme c'est fatiguant et monotone! 

Il y a quand même un semblant de diplomatie auquel veut jouer Kinshasa pour se montrer bon enfant. Les ministres des affaires étrangères des deux pays se sont rencontrés et auraient même travaillé avec Joseph Kabila à Kinshasa. Cela n'empêchera pas aux vautours de noyer les revendications du M23, comme jadis celles du CNDP de Nkunda dans une prétendue volonté du Rwanda d'envoyer des troupes en RDC. Mais les accusations sont fausses. Les manoeuvres de l'ONU pour faire endosser le M23 au Rwanda veut seulement dire une chose: la politique de main-mise des vautours sur la RDC continue, on pille la RDC, et on accuse le Rwanda. Je répète si souvent que je n'ai ni l'habitude ni le besoin de défendre le Rwanda dans cette affaire car ce pays se défend sans l'aide de personne. Ce que je veux dire ici c'est que la constante accusation dont ce pays fait l'objet vise à empêcher toute emancipation politique de la RDC, en tout cas dans le Nord-Kivu. Et pas seulement, car je reviens du Katanga et j'ai vu la même misère du peuple moyen et courant. Si les supermarchés sont pleins de produits importés de la RSA, il suffit de sortir de la ville pour moins d'une demi-heure pour se retrouver nez à nez avec une pauvreté abjecte. Au grand Katanga, figurez-vous. 

Je crois qu'une des raisons pour lesquelles le Rwanda est tout le temps accusé tient à une erreur d'evaluation que ce pays imputable a commise de lui-même dans une certaine mesure. J'ose souvent croire que l'épisode de la création du faux CNDP ait servi pour jeter la lumière sur cette erreur de calcul qui consiste à amalgamer les tutsis. A ce jour je ne sais vraiment pas si Kigali comprend l'identité du tutsi congolais et sa revendication. Je ne me perdrais pas dans les méandres culturelles ou de traditions qui ne présentent pas une grande différence ou même pas du tout. Mais dans la comprehension d'une identité politique c'est important de faire une distinction si l'on veut construire tant une stabilité en RDC qu'une relation de bon voisinnage et diplomatique entre les deux pays. Reconnaitre la specificité du tutsi congolais aiderait ou aurait dû aider depuis longtemps le Rwanda à comprendre que ce tutsi congolais a des revendications politiques qui sont ceux de pratiquement tous les autres congolais. Et que ces revendications politiques incluent nécessairement aussi un potentiel énorme en terme de coopération entre les deux pays. C'est cela qu'il faut comprendre, même pour la diplomatie si l'on veut vraiment avancer.

Que dire de la RDC elle-même? Elle doit cesser de jouer à la victime comme me disait un ami. Son problème c'est tout simplement son incapacité à résoudre ses problèmes internes, très connus au Nord-Kivu et partout ailleurs, car c'est cela la source de l'instabilité qui règne aujourd'hui. Les tutsis congolais sont comme tous les autres congolais victimes de la piètre gouvernance en RDC. Ils ont simplement le tort d'avoir le courage de se battre, avec d'autres congolais dont les medias ne parlent jamais d'ailleurs, pour exiger la fin de cette mauvaise gouvernance. Je ne suis pas naive au point d'ignorer les enjeux géopolitiques en place, mais je peux dire sans risque de me tromper, que la mauvaise gouvernance est aussi fomentée par beaucoup de ces enjeux. Si vous en doutez, suivez le fil des idées de tous ceux qui s'attaquent aux revendications du M23 maintenant. Ils profitent de l'ignorance plus ou moins commode des congolais, de la passivité du peuple causée par une existence médiocre à tel point qu'il y a encore des congolais qui croient que l'ONU les sauvera, ils attendront longtemps!

Forty years of 'How Europe Underdeveloped Africa'

Walter Rodney's seminal work remains a compelling and persuasive living history and totem of critical resistance to the exploitation and underdevelopment of the African continent.

This year marks the 40th anniversary of the publication of Walter Rodney's How Europe Underdeveloped Africa. Every now and then in history a scholarly enterprise emerges that breaks new ground and provokes an impact that exceeds the confines of narrow academia. Walter Rodney's seminal work in combination with his other projects performed precisely this function for Africa and beyond. Its publication and reception exemplified the strains and fissures in the scholarship focused on the continent at the time. It would go on to become one of the most influential books in the 'Third World'.

When it emerged in 1972 the book was hailed in Dar-es-Salaam as 'probably the greatest book event in Africa since Frantz Fanon'. Wole Soyinka, the African novelist went further. He suggested that Rodney was one of the first 'solidly ideologically situated intellectuals ever to look colonialism and exploitation in the eye and where necessary, spit in it'.

The book's publication led to a veritable revolution in the teaching of African history in the universities and schools in Africa, the Caribbean and North America. Its content became contagious and was an element in the developing world historical sociology stream in embryo in the USA in the 1970s - more specifically the 'world systems analysis' framework. Rodney's doctoral thesis - A History of the Upper Guinea Coast had earlier set the parameters and standard for this later decisive intervention in African historiography.

Rodney compiled How Europe Underdeveloped Africa from extensive archival research systematically identifying causes and outcome of the historical turbulence on the African continent. In doing so he identified the world capitalist system, both mercantile and modern, as the principal agency of underdevelopment of the African continent for over five centuries. The book covers a wide range: an introductory discussion on the concepts 'development and underdevelopment'; the state of Africa prior to European entry; Africa's contribution to capitalist development; the effects of colonial education and impact of missionary activity; the collective nature of African organisation; and of course the exploitation of African resources during the colonial era and consequent 'underdevelopment.'

AFRICA'S CONTRIBUTION TO EUROPEAN CAPITALIST DEVELOPMENT

According to Rodney, Europeans went through several phases of desire in Africa: first it was gold, through ivory and camwood to human cargo (slavery). He sketches the slow conquest and penetration due to shipping superiority and the slow breakup of African kingdoms and states in the 16th-17th century leading to the Portuguese slave trade and decision-making role for Europeans in Africa. While dissecting the slave trade he drew parallels between the rise of the European seaport towns of Bristol, Liverpool, Nantes, Seville and the Atlantic slave trade.

In a passage that vividly explains the impact of Europe on Africa and its subsequent underdevelopment Rodney asserted that: 'the European slave trade was a direct block, in removing millions of youth and young adults who are the human agents from whom inventiveness springs. Those who remained in areas badly hit by slave capturing were preoccupied about their freedom rather than with improvements in production'.

Rodney pursues the notion that colonisation gave Europe a technological edge and addresses the exploitation of African minerals important for making steel alloys, manganese and chrome, including columbite - critical for aircraft engines. Significantly, in the course of this orbit of exploitation there was incessant African resistance. But European firearms, after reaching a certain phase of effectiveness, as in the use of the Maxim (machine gun) against the Maji Maji and the Zulus and others, in concert with the use of Africans in colonial armies tipped the military balance in favour of Europe and subjugated a continent.

UNILEVER, FIRESTONE AND THE EXPLOITATION OF A CONTINENT

Throughout the text Rodney provides compelling evidence of European greed, naming traders and businessmen whose titles would later became associated with global conglomerates. David and Alexander Barclay were 18th century slave traders who Rodney said were 'engaging in the slave trade. and who later used the loot to set up Barclays bank'. Today Barclays is one of the most powerful banks in the world yet its website sanitises its past role with little or no acknowledgement that its founding profits stemmed from the African slave trade. Contemporary corporate culture with its beneficent public relations outlook took generations to perfect. As Rodney eloquently describes, there was a point in time when colonialists and settlers held nothing back in their language of domination. Colonel Grogan, a white settler in Kenya, bluntly said of the Kikuyu: 'We have stolen his land. Now we must steal his limbs. Compulsory labour is the corollary of our occupation of the country'.

Rodney also attacks the notion, which unfortunately still persists, that there is some universal nexus or equal relationship between 'hard work' and great wealth, a myth peddled in the West today. In his tome Rodney swats away this 'common myth within capitalist thought that the individual through hard work can became a capitalist'.

In like vein Rodney connects America to the exploitation of Africa, especially with the links between the Firestone company and Liberian rubber. According to Rodney, 'between 1940 and 1965 Firestone took 160 million dollars worth of rubber out of Liberia; while in return the Liberian government received 8 million dollars'. He traces the evolution of companies like Unilever as major beneficiaries of the exploitation of the African continent. Beginning with soap, William Lever began to produce Lifebouy, Lux and Vim and margarine. A merger in 1929-30 resulted in Unilever taking its current title and expanding with the material coming from products such as copra, groundnut oil, palm oil, and oils and the fats of animals. Today Unilever is one of the biggest corporations in the world now responsible for everyday indispensable brand name products such as Dove, Closeup toothpaste, Lipton's tea, Q tips, Vaseline, Cutex, Slimfast, Klondike, Ben & Jerry's ice cream, Ponds, Sunlight, Breeze, and Vim of old.

CRITICISMS

Even as How Europe Underdeveloped Africa struck a chord among many academics, students and general readership on several continents it has been subjected to several critiques over time. It is certainly evident that the text is short on gender analyses and the role of women - only a few pages bear on women in Africa and the context of their exploitation and resistance.

One critic suggested that despite its pretensions to be Marxist analysis the text actually fails on that count. This critique explains that How Europe Underdeveloped Africa 'fails because it tries to persuade an African audience of the relevance of dependence theory by making it mesh with the simplistic version of the past already popularised by nationalist historians'. Another critic Caroline Neade, argues that Rodney identified Africa as 'passive victim' of European colonisation. But there is a lot in the book which would render this criticism unfair. Rodney quite conspicuously emphasised African technological development at a given point in history prior to European intervention and African resistance to European penetration is given vigorous treatment and agency in the text.

Other scholars generally sympathetic with Rodney nonetheless find fault with some of his other arguments. Lansine Kaba for example, whilst hailing the importance of the work for African scholarship, is critical of the 'sweeping generalization' and placement of Sudanic kingdoms as feudal states and Rodney's description of traditional African economies as subsistence economies. Similarly, others have decried Rodney's 1972 book as too 'polemical'. Yet Rodney was the non-traditional historian and 'polemic' that reached a wider, popular audience was essentially his goal. In his own words Rodney declared that the main purpose of the text was to 'try to reach Africans who wish to explore further the nature of their exploitation rather than to satisfy the "standards" set by our oppressors and their spokesmen in the academic world'.

LIVING HISTORY AND RODNEY'S METHOD

One of the more important themes that distinguished Rodney as an historian with a difference was the issue of 'living history' a concept apparent in the methodology of How Europe Underdeveloped Africa. Rodney explains:

Many historians are afraid to deal with living history and I can understand why, because sometimes it is dangerous, especially in Africa. The moment that the social scientist begins to reflect too closely on the present, he or she is subversive in the Third world. It is safer to be with the mummies and the bones.

Rodney's productive and activist zeal for history is well established. Andaiye reflected on his propensity for writing: 'He wrote everywhere - in the car if he wasn't driving, standing on the street corner, on the stelling waiting to board the Berbice ferry, waiting for public meetings to begin in Linden, on the Corentyne, in Leonora, in Buxton, often surrounded by police'. This anecdote gives an indication of the type of historian Rodney was: a living breathing embodiment of the seamless collusion between work and activism, people's causes and the use of history as clarification and intellectual armour and not restricted to an inert academic excursion.

This makes Rodney one of the main critics of the positivist tradition in historiography. The positivists consider humanities or the natural and social sciences as solely derived from sensory experience. Consequently, the logical and mathematical treatment of any data is seen as exclusive and authentic. Positivism, which prevailed in the humanities, and in the social and natural sciences, remained dominant until historians like Rodney, the feminist movement and oral history advocates among others punctured its limitations and pretensions.

RODNEY'S BOOK TODAY

After Rodney's assassination in 1980 his work continued to grip the imagination of Third World and Pan-African scholarship. Evidence of the book's lasting value is the fact that at least eight editions have been published over time. Furthermore it is still widely utilised, even with academic challenges to its content, as a critical reference point on the historiography of Africa.

But there is still difficult road ahead as memories are short even in the age of express communication. More and more we are hearing from young people in Guyana, the Caribbean and Africa, who, on being introduced to his life and work typically come up with the refrain: 'Who is Rodney?' Issa Shivji, Professor of Law at Dar University placed this amnesia in context as he reflects on today's reality. During Rodney's time, he said, 'we swore by wafanya kazi na wakulima (workers and peasants); now we all aspire to become wawekezaji na walaji (investors and consumers). Or more correctly wakala na wawekezaji (investors' agents or compradors)'.

In the final analysis, for the Guyanese historian, writing and activism was a strategic and heartfelt response to the need for history, while maintaining academic rigour, to break with certain conservative traditions. In other words, history was a liberating tool. Like Frantz Fanon's Wretched of the Earth and Paulo Freire's Pedagogy of the Oppressed, How Europe Underdeveloped Africa remains one of the most compelling and persuasive books to emerge from the bowels of critical resistance to the exploitation of small countries.

If Rodney were to rewrite How Europe Underdeveloped Africa he would doubtless, given the scholar within, reconfigure sections, tighten certain arguments and perfect the narrative. But his overall thesis would stand. The overt fangs that slave traders and corporate giants like Barclays, Unilever and Firestone openly displayed in early profiteering and exploitation of the continent have been replaced by charming corporate public relations smiles and handouts. Yet the profits sequestered from Africa over several centuries, as effectively argued by Rodney, still stand as a foremost if not exclusive source and substance of Africa's underdevelopment. In short, Europe and North America assisted substantially in the rape and underdevelopment of a continent rich in human and natural resources.

HYPOCRITE HRW

Les vautours sont tellement prévisibles. J'ai dit souvent sur ce blog que depuis le memorandum des militaires qui a conduit au M23 la RDC, au lieu de faire face à ses responsabilités, se précipiterait à accuser le Rwanda. Les lecteurs de ce blog savent, d'autre part, que je ne m'érige jamais en défenseur du Rwanda car il n'a pas besoin de ce genre de défense, entre autres raisons que je pourrais avoir. Certains m'ont dit que la RDC n'accuserait pas le Rwanda puisqu'ils sont alliés depuis 2009 et que les deux pays ont développé des mécanismes conjoints pour maintenir leur "paix" de 2009. Il n'a fallu que deux mois pour voir combien j'avais raison. L'accusation est là. Seulement il faut noter que, comme au temps où tous les vautours qui détruisent le Nord-Kivu voulaient se débarrasser de Laurent Nkunda qui embêtait un peu trop le Rais et son armée de pacotille, ils ont utilisé les Nations Unies. C'est ainsi que cette fois encore, c'est la MONUSCO qui a parlé la première des rwandais recruités. C'était un peu maladroit car ils se sont dédits, contredits et confondus.

Puisque le scoop de la Monusco a floppé, la "successeuse" d'Alison deforges, oui vous l'avez déviné, la dame de HRW "experte" du Nord Kivu est venue à la rescousse de Joseph Kabila utilisant l'argument usé et usagé d'un Rwanda agissant sous couvert du M23, pas du tout surprenant. HRW dans son hypocrisie confond sciemment plusieurs choses pour distraire encore une fois et faire croire à Kabila qu'accuser le Rwanda lui évitera de devoir se préparer à des négociations concernant le sort politique d'une partie du pays sans laquelle on ne developpera jamais la RDC. Quelle confusion entretient HRW maintenant?

D'abord au sujet du soutien du Rwanda au M23, il faut dire que propager des rumeurs comme quoi ce pays s'impliquerait dans les hostilités actuelles n'est qu'un moyen de déplacer l'objet des réels problèmes de la RDC. Et franchement on ne fait pas face à une soi-disant armée républicaine, les FARDC de Kabila, assistée des FDLR et de la MONUSCO avec des recrues du Rwanda ou d'ailleurs. La vraie source d'hommes entrainés aux armes, pour le M23, reste et demeure les FARDC. HRW est hypocrite parce que cette organisation sait très bien que les revendications aussi bien de caractère militaire que de caractère politique du M23 sont partagées par beaucoup. 

Ensuite, HRW prétend faire croire que Bosco Ntaganda et ceux qui lui sont fidèles, s'il y en a, sont liés au M23. Faux et archi-faux. Le M23 n'est pas lié à Terminator et ne travaille pas avec lui. Il n'est pas sur le territoire controlé par le M23. HRW ne peut donc pas imputer au M23 les actes qu'il affirme commis par Terminator ou ceux qui lui restent fidèles. De même la responsaibilité de l'arrêter ne saurait incomber au M23 mais bien aux forces de Kabila et ses alliés. En avril toutes les autorités civiles et militaires, ainsi que la communauté internationale le rencontraient, comment sont-ils soudain devenus incapables de le localiser? Ce ne saurait en tout cas pas être la faute du M23 occupé à se battre pour une cause bien différente des raisons pour lesquelles Ntaganda se cache, ou pour lesquelles Kabila ne veut pas l'arrêter. 

Enfin le Colonel Sultani Makenga est le seul coordinateur du M23. Il est arrivé à Rutshuru en passant par Goma. Le fait qu'il ait déjoué ceux qui ont été chargés de lui tendre une embuscade, montrant ainsi sa connaissance des FARDC et leurs systèmes de renseignement, ce fait étant plutot embarrassant pour Kabila, ses lieutenants et ses allies de la CI, tel que HRW préfèrent mentir et dire que Makenga a séjourné au Rwanda. Il n'y a pas de preuve à ce mensonge. HRW sait très bien que le Colonel Makenga est un officier supérieur des FARDC qui n'a jamais fait l'objet d'accusation aussi saugrenue que formule HRW. Il bénéficie de l'admiration des hommes qu'il commande et des populations du territoire qu'il controle. 

De ce qui précède l'on peut simplement conclure que la survie de HRW dans la région dépend de sa capacité de générer un intérêt sensationaliste, si possible entachant le Rwanda et ou réduisant la cause des tutsi congolais aux oubliettes. Fausse route, car cette cause est inséparable de nombreux problèmes politiques irrésolus. Je conclue de la même manière encore: plus tot on negocie sur cette affaire plus tot on s'attellera au travail urgent d'introduire la paix et de la consolider comme condition préalable au développement. HRW ne trompe que de congolais délibérement amnésiques et bouc-émissairistes. L'ennemi le plus dangereux de la RDC, à part une certaine complaisance dans la paresse, c'est sa dépendence vis à vis des menteurs de la CI

GOING ON LEAVE

Désolée d'aller en congé quand les choses bougent tellement chez nous. Et vous savez que les connections internet ne sont pas très bonnes au pays, mais dès que je réussis à renouer avec la toile, je vous tiendrai au courant de ce que je saurai. En attendez, j'ai trouvé cette photo intéressante: Kabundi, Amisi et Mayala dans cet ordre. C'est le commandement militaire du Masisi ou quoi? Si oui, je ne sais pas déviner de quel coté se trouvent ces "coeurs" de la République. A en croire les rumeurs de ce qui se passe à Kitshanga...

QUELQUES ARTICLES INTERESSANTS

Un ami vient de m'envoyer le link ci-dessous. Il faudra que je me souvienne de lire ce website car c'est la deuxième que j'en reçoit un article qui me semble objectif. Un lecteur congolais extremiste ne pourra cepndant pas être d'accord avec l'auteur qui pourtant met les choses en perspective. La seule chose qu'il ne souligne pas et que moi j'aime repéter aussi souvent que possible, c'est que la CPI n'apporte la justice à personne. Ces juridictions internationales sont des instruments idéologiques que la nouvelle colonisation gauchiste internationale utilise pour ses propres fins. Jamais pour restorer la paix et encore moins la justice.

Par ailleurs, l'auteur a sérieusement tort quand il croit que les opérations umoja wetu sont la solution aux problèmes de l'Est de la RDC. Elles ont montré leurs limites le jours mêmes où elles ont commencé car leur prémisse, à savoir la décapitation du CNDP, était en soi une grosse erreur. Je l'ai écrit ici le jour de l'arrestation de Nkunda, et trois ans après, les faits me donnent raison. Les opérations militaires sans négotiations politiques avec le CNDP ne réussiront jamais, qu'elles soient menées par les FARDC seules ou avec alliées, la MONUSCO or whatever. Tout simplement parce qu'il ne s'agit pas seulement de la sécurité, mais d'une paix propice au développement d'un peuple qui a droit à sa liberté de vivre.

Il serait très important pour tout acteur engagé dans la recherche de la stabilité au Kivu, de comprendre que la course au control de resources pour les économies en crise est en train de créer de nouveaux blocs d'influence très semblables à ceux de l'époque de la dite guerre froide. Si on ne tient pas cela en compte, on se retrouvera balloté et utilisé comme les dictateurs africains de cette époque là, et on aura perdu même le semblant d'indépendance que l'on ait jamais eu.

M23 N'UTILISERA JAMAIS LES FDLR PEU IMPORTE CE QU'INVENTE MENDE


Press Release No. 012/M23/CNDP/2012

Given the seriousness of the false and slanderous allegations made against elements of the M23 by the Governor of North Kivu dated May 15th, and repeated by the Minister of Communications on Friday 18th of this month, stating that M23 would have recourse to Rwandan genocide in the current fighting, the coordination of the Movement wishes to clarify the following:

1. Faced with dramatic setbacks suffered by FARDC units at the hands of M23, the Congolese government has chosen to adopt a new communication strategy whose sole purpose is to cover the traditional methods of warfare, used by FARDC as everybody knows;

2. This new strategy is consists in publicly attributing to the opponent the use of the Rwandan genocide forces FDLR, and thus hide the fact that it is the Government that is recruiting and using them to spearhead FARDC attacks.  M23 is in possession of documentation including irrefutable evidence on the positions held by FDLR elements ahead of FARDC and FARDC units controlled by the FDLR officers, as well as their involvement in the ongoing fighting.

3. This communication strategy of the Congolese Government cannot work, since it cannot convince anyone because of the fact that the business relations binding these Rwandan genocide forces to the Congolese Government in peacetime as in wartime for many years now are well known publicly.

4. The M23 whose political struggle is aimed and first securing the Congolese people against these genocidal force cannot, in any way, cooperate with them or make peace with them. M23 does not intend to end its struggle before FDLR are properly brought to account for the acts and exactions ommitted by them against the Congolese civilian population.  The Congolese Government is aware of this.

5. The M23 Coordination takes this opportunity to invites all friends of the Congolese people to be more discerning with regards to declarations made, in recent days, by Congolese officials, because they do not reflect the reality on the various front lines.

6. The M23 has the discretion to making public the evidence proving the continuing and strong collaboration between the FARDC and the FDLR.

The DRC Government should take note and act!

Press Release No. 013/M23/CNDP/2012

The Coordination of the Movement of March 23 (M23) informs the opinion that the current fighting opposing them to their colleagues of the FARDC and its results including loss of life and massive displacement of civilians are consequences of the deliberate initiative of the Government of the Democratic Republic of Congo (DRC) which should be at the appropriate time the only one to be held accountable.

It is worth stressing that the mid-April 2012 withdrawal on the part of FARDC elements forming the M23 from their duty stations was carried out as a means to put pressure on the DRC government and push for the implementation of the 16th January 2009 agreement. It does not constitute, in any instances, a military offensive against the institutions of the Republic. It is extremely unfortunate that Government of the DRC has decided to engage in military combats instead of finding the right answers. 

The pretext alleged by the DRC Government for opting for war is obvious: indeed, the DRC Government claims to lead its offensive to arrest General Bosco Ntaganda. However, the M23 is aware, from credible sources, of the fact that the DRC Government has initiated negotiations with General Ntaganda offering to guarantee his security on his Bunyoli farm in Masisi, where he is currently confined. It is therefore surprising that the DRC Government is, at present, claiming to hunt for General Ntaganda in the Rutshuru territory.

In reality, the Government is waging war on a harmless portion of its own army, whose only crime has been asking to be heard. Worse, this attack is conducted at the unnecessary cost of the life of army colleagues who are falling on the battlefield.

The M23 Coordination is urging the DRC Government to immediately end its military offensive in favor of a peaceful solution; otherwise, M23 will unilaterally undertake the full responsibility to ensure the security and safety of the civilian population, as well as the creation of favorable conditions for refugees and IDPs to return to their home and land.

The M23 Coordination invites MONUSCO to withdraw its support for the military offensive that threatens the lives of the civilian population it is supposed to protect under its mandate. According to M23 Coordination, MONUSCO should, instead, bring the Congolese Government to opt for a solution other than military.

Moreover, it is also true that the FARDC unleashing the offensive are not in condition to win this war; the Congolese government is perfectly aware of that. The M23 remains convinced that the end of this confrontation can only come from the negotiation table. It is more reasonable to go to apply to that table now and, at the same time, spare human lives, military and civilian combined.

Si le M23 semble vouloir clarifier sa propre démarche, il n'en est pas de même pour le gouvernement congolais. Les journalistes ne savent plus à quoi s'attendre de ce dernier. Traumatisée par la destitution cavalière de Vital Kamere, qui a osé en son temps fustiger les opérations dites Umoja wetu, l'opinion rdcongolaise n'a pas cru aux rumeurs faisant état de nouveaux accords entre le Rwanda et la RDC autour des FDLR. Les tergiversations de Lambert Mende sur cette question n'ont fait qu'empirer le suspens anxieux. Pour nous en sortir, aujourd'hui nous savons la teneur de ces accords, que je m'en vais vous ajouter ici avec le link du Potentiel. Un link qui vous montre bien la frustration des médias congolais quand il s'agit des tractations diplomatiques et militaires kabilistes.

Qui est coupable des malheurs de la RDC? N'est-ce pas lache de continuer à croire que le malheur de la RDC c'est le Rwanda ou Kagame? Non pas qu'il ait besoin que je le défende ici! Si le congolais cessait d'être conformiste pour une fois et décidait de revendiquer sa liberté, il se trouverait probablement dans le même panier que le M23. Mais on préfère entretenir la confusion. Kabila n'a plus besoin de diviser pour mieux regner, il se contente de confondre et temporiser.
