COMMUNIQUE OF THE SIXTH EXTRAORDINARY SUMMIT OF THE
HEADS OF STATEAND GOVERNMENT OF THE INTERNATIONAL CONFERENCE ON THE GREAT
LAKES(ICGLR)
Preamble
The 6th Extraordinary Summit of the Heads of
State and Government of the Great Lakes Region on the Security Situation in the
DRC and the Region, was held in Nairobi, on 31st July2013
The Meeting was attended by:
1.H.E. Uhuru KENYATTA, President of the Republic of Kenya
2.H.E. Yoweri Kaguta MUSEVENI, President of the Republic
of Uganda and current Chairperson of the ICGLR ;
3.H.E. Michel A.M. Nondokro DJOTODIA ;
President of the
Central African Republic ;
4.H.E. Therence SIMUNGURUZA, Vice-President, of the Republic
of Burundi;
5.H.E. Dr Mohamed GHARIB, Vice-President of the United
Republic of Tanzania;
6.H .E. Elhaj Adam YOUSIF, Vice-President of the Republic of
Sudan;
7.H.E. Basile IKOUEBE, Minister for Foreign Affairs of the
Republic of Congo;
8.H.E. George Rebelo Pinto CHIKOTI, Minister for
Foreign Affairs of the Republic of Angola
9.H.E. Raymond TSHIBANDA, Minister for Foreign Affairs
of the Democratic Republic of Congo;
10.H .E. Louise MUSHIKIWABO, Minister for Foreign Affairs of

Also present at the Meeting were, representatives of
the following co-opted countries:
1.H.E. Alberto Ricardo Mondlane, Minister of the Interior of
the Republic of Mozambique ;
2.H.E. MOSIVIWE Mapisa Ngakula, Minister for Defence
of the Republic of SouthAfrica;
3.H. E. Madame Evilene Hansen, Acting High Commissioner of the Republic
of Namibia ;
And other representatives of regional Organisations
including M. Sindiso Ngwenya,Secretary General of COMESA, Ambassador.
Richard Sezibera, Secretary General of the EAC,M. Herman Tuyaga executive
Secretary of CEPGL, Mrs.EmilieMushobekwa, DeptuyExecutive Secretary of
SADC as well as representatives of other regional initiatives.
The Summit congratulates the Government of Kenya for having
organized peaceful, freea nd fair general elections in March 2013.
The Summit reviewed its decisions made during the
Extraordinary Summit held in Kampalaon 24th November 2012.
After evaluating the evolution of the security situation
in the East of the Democratic Republic of Congo, the Summit decided as follows:
1.Support the Kampala dialogue between the DRC government and
M23 and to exhort the two Parties to conclude them as soon as possible;
2.Reaffirm support for the mission of the Intervention
Brigade in order to eradicate all the negative forces in accordance with the
resolutions of the ICGLR and Resolution2098 of the united Nations Security
Council;
3.Encourage Rwanda and DRC to continue with their bilateral
discussions in order to strengthen mutual confidence and cooperation between
the two states, and to encourage the ICGLR to remain informed about the issue.
Regarding the Framework Agreement, the Summit:
1.Looks forward to the organisation, in collaboration
with the UN Special Envoy for the Great Lakes Region, Ms Mary Robinson,
and the African Development Bank, of a Partners’ Round Table with a view
to mobilising funds to support development programmes and projects, as well as
peace and security programmes and projects in DRC and within the
Region in general;
2.Decides that the Region should own the diverse projects and
initiatives relating to the framework Agreement in order to support the
ongoing national and regional initiatives, projects, programmes and mechanisms.
This will contribute towards the restoration of peace, stability,
development and unity in the region;
3.Accepts the request of Kenya and Sudan to become
integral parties to the UN Framework Agreement so that all the IGCLR member
States can also become integral parties to it.
Regarding the security situation of the other IGCLR
member States, the Summit:
1.Urges the Joint Intelligence Fusion Centre to
take appropriate action on the situation prevailing between Sudan and
Uganda;
2.Encourages Uganda and South Sudan to maintain the momentum
of the agreement they signed regarding the bilateral and peaceful resolution
of their differences, and
3.Condemns the recent attacks by the FDA / NALU in
Eastern DRC and the resultant displacement of persons and deterioration of the
humanitarian situation in the region, and decides to take appropriate measures
to contain the situation.
